SPECIFIC RITES EXPERIENCE IN IRAQ



MANAGEMENT OF BAAR LINE OF IRAQI RAILWAYS (1988 - 1990)
 

RITES took over the management and operation of Baghdad-Al Qaim-Akashat Railway (BAAR) line of Iraqi Railways from 01.06.1988. Even though this line had been newly built, it was not in operation between Baghdad and Hsaiba excepting for a very negligible traffic. The freight traffic between Al Qaim - Akashat was also low and limited to running of about 3 goods trains per day. Because of non-utilization of the railway line, particularly between Baghdad and Hsaiba and the consequential lack of maintenance, the system was in a disused and rundown condition.
The challenges RITES had to face immediately on taking over the operation and management of BAAR line arose out of: -     Almost all stations between Baghdad and Hsaiba were closed (section working on
        only one engine system)

     Panel interlocking and block working inoperative between Baghdad and Hsaiba

     Rolling stock was being utilized in other lines and was overdue various heavy maintenance
        schedules leading to lower levels to productivity and reliability.

     Many of the coaches were having wheels close to condemning limits.

     Heavy ineffective of FALS wagon fleet due to loose tyres and inoperative doors mechanism.

     Al Qaim Workshop was not fully operational.

Almost the entire railway line was manned by 1600 RITES personnel with experts in various areas to man the top and middle managerial positions and technicians of various disciplines for various line positions. Even though the contract, as originally signed, was for a period of 5 years, the Government of Iraq short-closed the contract in July 1990 as they were having unemployed manpower released from the battle front after cessation of war with Iran. Operation of the line was handed over to Iraqi Railway Authorities in March 1990. However, the maintenance of assets including track and rolling stock and manning of the computer division was done by RITES up to another four months and the personnel worked in Iraq till July 1990.

Successful impact of RITES management on the performance of the railway line was reflected in the achievement in various performance areas as brought out:

In addition to the above, the following were the other performance achievements of RITES: -
 

 
    Panel interlocking working progressively 
       commissioned and automatic block working 
       restored on 18 out of 21 block sections.
      Three new express trains introduced.

     Loads of cement trains progressively increased
        from 20 to 50  wagons.

     Speed of goods trains raised from 50 to 70 km/hr
 

      Load of limestone trains increased from 40 to 48 wagons.

      Speed of prestigious express trains raised from 100 to 120 km/hr.

      Merry-go-round system of loading introduced in Akashat mines.

      Improved driving techniques with enhanced use of dynamic brakes resulted in
         elimination of loose tyre FALS wagons.

      Establishment of a training centre at Hsaiba

      Introduction of mechanized maintenance of track.

      Computerization of various performance indices.

      Development of management information system on vital areas to facilitate
         decision making.

      Preparation of operation, maintenance and financial manuals.

PRELIMINARY ENGINEERING AND DETAILED ENGINEERING STUDIES FOR HIGH SPEED LINES FOR SAMAWA (AL MUTHANNA) AND KERBALA CEMENT FACTORIES (1985)
 

RITES has carried out preliminary study, final location survey, detailed engineering and tender documentation for high speed standard gauge branch lines to Kerbala Cement Factory (95 km) and Al Muthanna (Samawa) Cement Factory (34 km) for NRIA, Iraq. Also included within the study was the rail line for new lime quarries. Route options were finalised in first stage of assignment and thereafter detailed studies were carried out on recommended alternative with extensive geotechnical investigations to optimize designs. Detailed engineering studies were completed in 1985.

CONSULTANCY AND SURVEY SERVICES FOR MODIFICATIONS IN BAGHDAD YARD (1984)
 

RITES has undertaken the survey and detailed engineering study of the marshalling yard at Baghdad and suggested a design to cope with traffic projected for the next 2 decades. Preliminary survey was undertaken to identify bottlenecks and shortcomings of the existing yard and to furnish proposals and alternatives for overcoming difficulties being faced with present layout. 

Four alternatives were proposed and IRR accepted the most economical and viable alternative recommended by RITES involving about 100 track Kms. 

ALL NEW RAILWAY CONSTRUCTION PROJECTS IN IRAQ (1981 – 87)
 

RITES has successfully undertaken the construction management of new railway line, design of new track (Standard Gauge - UIC), bridges, stations yards, S&T and power distribution systems, maintenance of infrastructure for rolling stock, track and other areas including feasibility studies for transport planning, investment policies and plans.

RITES was awarded contract by New Railway Implementation Authority, Iraq (NRIA) for providing Integrated Technical & Economic Services for providing 

consultancy in planning and design for high-speed railway network and construction management services for Samawa – Kerbala High Speed Branch Line.
